The project objective is to study performance and safety aspects of Short Term Conflict Alert (STCA), including human performance aspects and consideration of interactions between operational use of STCA and ACAS. The project is based on the encounter model-based methodology developed and used in the IAPA, ACASA, ASARP and SIRE projects of the Mode S and ACAS Programme and whose applicability to the STCA context has been demonstrated in the I-AM-SAFE project (see www.eurocontrol.int/ACAS ).
To achieve a better understanding of the current operational situation with regard to the operational use of STCA and the possible interactions with ACAS, the following work areas have been identified:
The study is leaded by Egis Avia (formerly Sofréavia) and conducted by a consortium of four organizations:
DSNA/DTI, Deep Blue, QinetiQ and Egis Avia.
Deep Blue role
Deep Blue is involved in the Monitoring and Investigation of Real ATC incidents and in the Operational Safety Assessment.
In the context of the monitoring, Deep Blue provides a specific expertise in the qualitative analysis of events, supporting DSNA/DTI in the identification of the influencing factors leading to an STCA-ACAS related incident. With respect to the Safety Assessment, Deep Blue is leader of WP1 (Safety Scenario Analysis), WP2 (Consolidated Operational Hazards Analysis) and WP4 (Consolidated Event Analysis). These activities start from the identification of safety scenarios aimed at representing different critical configurations of STCA settings, airspace configurations and unsafe acts by controllers and pilots. A special attention will be devoted to the elicitation of operational expertise, involving in the study representatives of controllers and pilots through dedicated workshops.
In case the option will be activated, Deep Blue will be also involved in the Real Time Experimentation, mainly providing expertise on how to investigate safety scenarios and possible hazards through simulated traffic.
