The development of new ATM concepts has a life cycle in which the concepts undergo a maturity process. In order to avoid unrealistic expectations being placed upon experimental teams there is a need to create a ‘Validation Strategy and Plan at the level of Programme management'. The CAATS project identified the E-OCVM as the best Concept Validation Methodology. The E-OCVM focuses on describing the type of information that should be expected from the validation process and how this information should be structured in order to ensure that it is accessible and understandable by all stakeholders. The ‘case' format is used to collate this information. The CAATS project has identified the good practices to perform Human Factors Case and Safety Case and also gave some hints to perform a Business Case and how it can be integrated with the overall approach of CAATS.
The European Commission believes the CAATS co-ordination action should be continued and extended to align the approaches of the ATM projects. Furthermore, the scope has been extended to cover cost/benefits and environmental issues.
The objective of the Cooperative Approach to Air Traffic Services II (CAATS II) coordination action is to continue the work begun within the CAATS project by managing, consolidating and disseminating the knowledge produced in European ATM-related projects. It focuses on five areas namely safety, human factors, business (cost/benefits), environment and validation. On the basis of the good practices the intention is to develop ‘cases' that can be integrated in the E-OCVM. The aim is to provide a coordinated approach to avoid overlapping and gaps in R&D projects and achieve the paradigm shift in European ATM, in particular FP6 projects.
The most significant expected output of CAATS II is the achievement of a coordinated, cooperative approach in European ATM research. Good practice manuals will be produced in the areas of safety, human factors, business, environment and validation for use not only by European Commission projects but also by other interested stakeholders, in particular EUROCONTROL. Furthermore, ‘cases' will be developed on basis of these manuals and integrated in the E-OCVM
The consortium formed to carry out the planned activities consists of 12 organizations from all parts of Europe, ranging from universities through service providers to engineering consultancies with significant involvement of SMEs.
Deep Blue role
Within CAATS II Deep Blue will be responsible for providing a Common Case Model to be used as reference by the different cases (safety, human factor, environmental, business) to ensure their results can be smoothly incorporated in the E-OCVM, providing coherent, comprehensive and integrated information about the concept.
Deep Blue will also contribute to the development of the Human Factor, and Safety Cases and to the work for their integration into the E-OCVM.
